Create tangent lines from a point to a curve

Input parameters:

1. Pt → Source point for tangent lines start.
2. Cr → Target curve for tangent lines.
3. Mt → Tangency constraint along curve.
   • 0 → Any
   • 1 → Along
   • 2 → Against
   • 3 → Clear

Output parameters:

1. Ln → Lines starting at the point, tangent to the curve within angular tolerance.
2. Lc → Loci at line end points on curve.
3. Xd → Tangent angle error, as measured between the line and the curve at the point of coincidence.
