Delete consecutive identical values from a list.

Input parameters:

1. Li → List with repeated values to cull.
2. Cy → Treat the list as a cyclical collection.
   •  True → Cyclical
   • False → Linear
3. Mt → Culling method to apply.
   • 0 → Cull All
   • 1 → Cull All Recursive
   • 2 → Cull Last
   • 3 → Retain First

Output parameters:

1. Li → List with remaining values.
2. Cp → The applied culling pattern.
