Extract a fragment from a larger text.

Input parameters:

1. Tx → Text to extract from.
2. St → Index of first character to include in the fragment.
3. Ln → Optional length of fragment to extract. Leave blank to consume the entire remainder of the text.

Output parameters:

1. Fr → Fragment from the input text.
