Create various permutations of a list.

Input parameters:

1. Li → List to permute.
2. Lm → Maximum number of permutations to generate.
3. Rd → Optional random engine to use for permutation ordering.

Output parameters:

1. Pm → Tree containing permutations of the input list.
2. Cn → Number of unique permutations generated.
