Create a rectangular mesh with an approximate number of squarish facets. This component tries to balance the oftentimes opposing goals of creating a mesh with a specific number of facets and creating a mesh with square facets.

Input parameters:

1. Rc → Rectangular boundary for mesh.
2. Fn → Desired number of facets.

Output parameters:

1. Ms → Rectangular mesh.
2. Fn → Actual facet count used in mesh.
