Create small patches covering the surrounding neighbourhood of every vertex in a mesh.

Input parameters:

1. Ms → Mesh for neighbourhood extraction.
2. We → Include edge points in the neigbourhood.
   •  True → Include
   • False → Exclude
3. Ep → Location of neighbourhood boundary points on edges.
   • 0 → Middle
   • 1 → Centroid

Output parameters:

1. Nh → Neighbourhood of each vertex.
2. Bd → Boundary of each neighbourhood.
