Split a list of items into two parts at a specified index.

Input parameters:

1. Li → List to split.
2. Ix → Index of first item in the second output list.

Output parameters:

1. A → The portion of the original list that comes before the splitting index.
2. B → The portion of the original list starting at the splitting index.
