Remove every Nth item from a list.

Input parameters:

1. Li → List whose items to cull.
2. Fq → Culling frequency. From a given starting point, every Nth item will be culled.
3. St → Index of first item to cull.

Output parameters:

1. Li → List without the culled items.
2. Cp → The applied culling pattern.
