Weld all edges in a mesh whose adjacent facets form an angle exceeding a given threshold.

Input parameters:

1. Ms → Mesh whose edges to weld.
2. An → All edges whose adjacent facets form an angle larger than this threshold will be welded.

Output parameters:

1. Ms → Mesh with welded edges.
2. N → Number welded edges.
