Copy meta data from one primary value to another.

Input parameters:

1. Sr → Source of meta data transfer.
2. Tr → Target of meta data transfer.
3. Ow → Specifies whether existing data is overwritten in case of naming conflicts.
   •  True → Overwrite
   • False → Keep

Output parameters:

1. Vl → Value with meta data from both the target and the source values.
2. Cn → Number of meta data transferred from source.
