Repeat the items in a list a fixed number of times.

Input parameters:

1. It → Items to repeat.
2. Re → Number of times to repeat each item.
3. Rl → If true, the list as a whole is repeated, keeping the ordering of items mostly intact.

Output parameters:

1. Li → List with repeated items.
