Create a new mesh based on the shape of an existing one.

Input parameters:

1. Ms → Base mesh.
2. Tn → Target facet count. High curvature areas in the mesh may cause the remesher to veer away from the target.

Output parameters:

1. Ms → Created mesh.
2. Cn → Final number of mesh facets.
