Cycle the items in a list by shifting them forwards or backwards.

Input parameters:

1. Li → List to cycle.
2. Of → Number of steps in the cycling process. Negative offsets move items backwards.

Output parameters:

1. Li → Cycled list.
2. Mp → Index map containing the changes applied to the list.
