Resize a list by repeating its items until a given length is reached.

Input parameters:

1. Li → List to resize.
2. Ln → Target length of resized list.
3. Ru → Repeating rule.
   • 0 → Exact
   • 1 → Stop Short
   • 2 → Overstep
4. Rl → If true, the list as a whole is repeated, keeping the ordering of items mostly intact.

Output parameters:

1. Li → Resized list.
