Create an arc out of a start point and an end point.

Input parameters:

1. Cn → Arc base plane.
2. Pa → Arc start point.
3. Pb → Arc end point

Output parameters:

1. Cw → Arc from start to end, travelling clockwise in the base plane.
2. Aw → Arc from start to end, travelling anti-clockwise in the base plane.
