Create a polar array of rotations. If an input shape is provided, it will be transformed accordingly.

Input parameters:

1. Sh → Optional shape to array.
2. Pl → Centre and orientation of polar array.
3. An → Angle between adjacent elements.
4. Rn → Number of array elements.
5. El → Optional function giving the elevation of each array element. The function must be scaled to element index, rather than element angle.

Output parameters:

1. Sh → Arrayed shapes.
2. Tr → List of transformations applied to each element in the array.
