Create a rectangle by offsetting the edges of another rectangle.

Input parameters:

1. Rc → Base rectangle to offset.
2. X- → Offset for the lower X edge.
3. X+ → Optional offset for the upper X edge. If omitted, the x-min value is used.
4. Y- → Optional offset for the lower Y edge. If omitted, the x-min value is used.
5. Y+ → Optional offset for the upper Y edge. If omitted, the y-min value is used.

Output parameters:

1. Rc → Rectangle with offset edges.
2. Dp → Difference in perimeter due to offsets.
3. Da → Difference in area due to offsets.
